Guangxi Key Laboratory of Power System Optimization and Energy Saving Technology

The Guangxi Key Laboratory of Power System Optimization and Energy Saving Technology traces its origins to the Institute of Power System Optimization, Guangxi University, with roots extending back to the early 1970s when the Power System Research Office was established. This institution is dedicated to researching and developing optimal power system operations and related technologies, as well as their engineering applications. In November 2010, the Guangxi Science and Technology Department designated it as a key laboratory of Guangxi. The laboratory is led by Professor Hua Wei, a distinguished recipient of the State Council’s special government allowance, a renowned teaching expert in Guangxi, a cross-century talent in Guangxi higher education, and a second-tier candidate in Guangxi’s “Ten Hundred Thousand” Talent Project. He was Vice President of Guangxi University. Professor Dengming Xiao, a renowned power system expert from Shanghai Jiao Tong University, chairs the Academic Committee.

The laboratory’s overarching goal is to align with the national “211 Project” for key discipline construction, leveraging the comprehensive strengths of universities. It addresses new challenges, such as the secure, stable, and economic operation posed by the large-scale integration of renewable energy—characterized by randomness and intermittency—into smart grids. The laboratory engages in foundational and applied research in optimal grid operation, transmission system lightning protection technology, new energy generation, and energy-saving engineering. It aims to solve technical problems for the Guangxi power industry and related sectors, cultivate leading academic figures and teams in the field of electrical engineering, and provide technological support and talent resources for the development of the national and Guangxi power industries. Additionally, the laboratory serves significant national needs, extends its influence to ASEAN, supports the “Belt and Road” initiative, and addresses significant scientific and technical challenges posed by integrating large-scale new energy sources into the Guangxi power grid, contributing to national economic development.

The laboratory currently employs 49 staff members, including 46 researchers and three administrative staff. The team comprises 14 professors, 21 associate professors, and one senior engineer; 46 members hold doctoral degrees; 28 serve as doctoral supervisors, and 47 as master’s supervisors. The team includes two national high-level talents, one national high-level young talent, one member of “Hundred Talents Program” of the Chinese Academy of Sciences, one expert receiving special government allowances from the State Council, two IET Fellows, one CSEE Fellow, one national model teacher, two national Baosteel Excellent teachers, one Elsevier Most Cited Chinese Researcher, one World’s Top 2% Scientist, two Bagui Scholars, one Bagui Youth Scholar, two Bagui Top Young Talents, one winner of Guangxi Youth Science and Technology Outstanding Contribution Award, and one winner of Guangxi Youth Science and Technology Award.

Over the past three years, the laboratory has undertaken 296 scientific research projects with a total funding of 95.235 million yuan (averaging 1.571 million yuan per person). This includes 41 national and 50 provincial and ministerial projects, with a total funding of 52.135 million yuan from vertical research projects and 4 million yuan in special funding for the key laboratories. Additionally, 125 projects were commissioned by local enterprises and institutions, with a total funding of 38.38 million yuan from horizontal research projects.

The laboratory has published 607 academic papers, including 161 Tier 1 papers, 143 Tier 2 papers, 49 Tier 3 papers, and 151 other journal papers. This includes 29 papers in SCI Q1 journals with an impact factor of ≥10, such as those in IEEE Transactions on Industrial Informatics and top Chinese journals in the field, including four papers in theProceedings of the Chinese Society for Electrical Engineering, eight inPower System Technology, five inAutomation of Electric Power Systems, seven inHigh Voltage Engineering, and nine inTransactions of China Electrotechnical Society.

The laboratory has filed 199 national invention patent applications and received 135 invention patent grants, as well as 146 national software copyright registrations.

It has won one first prize in the Guangxi Natural Science Awards, one first prize in the Guangxi Technological Invention Awards, one second prize in the Guangxi Technological Invention Awards, and two third prizes in the Guangxi Science and Technology Progress Awards.

In the past three years, the laboratory has also produced 25 doctoral graduates and 484 master’s graduates. Currently, there are 5 postdoctoral researchers, 52 doctoral students, 363 master’s students, and 3 international doctoral and master’s students.

The key laboratory is open to the public, promoting the integration of scientific and technological resources with social resources and serving local economic and social development. The laboratory facilitates scientific and technological collaboration, organizes and coordinates researchers to participate in joint technological research with enterprises, and has established comprehensive management systems, open operation regulations, and a mechanism of “openness, mobility, collaboration, and competition”.

The laboratory has established an academic committee that guides academic exchange activities and encourages faculty and students to participate in domestic and international academic exchanges. The laboratory plans to establish 6-9 open research topics annually and participate in domestic and international academic conferences with 30 participants. The laboratory actively recruits and cultivates outstanding talent, maintaining the stability and openness of the research team, striving to become a significant research platform and academic hub in the field of electrical engineering.
